Dean, North DMC Medical College

Professor Vinay Kumar Tiwari joined as Dean, North Delhi Municipal Corporation Medical College & Hindu Rao Hospital on 23rd December 2022. Before assuming the charge of Dean of North Delhi Municipal Corporation Medical College, he was serving as faculty in the Plastic Surgery Department, Safdarjung Hospital and RML Hospital since 1985. He is Founder Director of Atal Bihari Vajpayee Institute of Medical Sciences, New Delhi and Former Director & Medical Superintendent of PGIMER and RML Hospital, New Delhi. He is Member, Governing Council, AIIMS; Member, Governing Council, THSTI (Translational Health Science and Technology Institute), Member, Specialist Board in Plastic Surgery at National Board of Examination and Member Planning Board, Baba Farid University of Health Sciences, Punjab.

Dr. Vinay Kumar Tiwari has an excellent academic record, vast administrative teaching, training and research experience in the field of under graduate & post graduate medical education. He completed his M.B.B.S. degree & MS (General Surgery) from Moti Lal Nehru Medical College, Allahabad. He completed M.Ch. Degree (Plastic Surgery) from Safdarjung Hospital, Delhi University in the year 1985. He was one of the pioneers to start micro vascular surgery work at New Delhi way back in 1989.

With over 43 years of administrative and academic experience, Dr. V. K. Tiwari was promoted to Professor, Plastic Surgery in 2005 and trained more than hundred surgeons in India and abroad with his vast four decades of teaching experience. Professor V. K. Tiwari in his illustrious career invented many original flaps like Dartos Musculo-cutaneous Flap, Star-plasty, Prepuce as distant flap, Gingivo- buccal muco-muscular Flap etc.

Professor V. K. Tiwari served as President and Advisor of many committees of repute like Society for Wound Care and Research, National Academy of Burns India (NABI) and APSI (Delhi Chapter) etc. He envisaged and commissioned Atal Bihari Vajpayee Institute of Medical Sciences, Delhi with 100 seats in 2019. He is a recipient of prestigious Mrs. Phoolan Devi Gupta, NABI Award for Burns (2012) & Dr. Bhimandas Bilwani Oration Surgery Award (2020-21) in the field of Burns care.

Professor V. K. Tiwari is editor of three text books of surgery and authored many chapters in various books on surgery. He has published and presented more than hundred research papers in National and International journals and conferences. He had been Chairman and Organising Secretary of five major national conferences pertaining to General Surgery & Plastic Surgery.

This department was started in August 2013 and it caters to requirements for teaching of 60 undergraduate MBBS and 30 BSc MLT students.It has a spacious and air-conditioned dissection hall, an embalming room, cold storage and three mortuary cabinets for preservation and storage of cadavers for teaching purpose. In addition, there are air-conditioneddemonstration rooms, histology laboratory, research laboratory, library, museum as well as preparatory rooms for histology slides. Efforts are being made to provide state of art technology in teaching and learning of gross, micro, neuroanatomy andembryology, with recent teaching tools such as PBL and Flipped Classroom.

The Department of Anesthesiology forms a key link between surgical team and the patients undergoing surgical procedures. The role of anesthesiologists is becoming more and more challenging with rising of life expectancy and technological advances in surgical field. Modern anesthesiology today is not restricted to operation theaters but play important role in Critical care, Pain therapy, Endoscopy, Cardiac catheterization and other intensive management rich departments. The Anesthesiology amp;amp; Critical Care Department has eight OTs. There are state of the art modular operation theatres with laminar flow and push button control of light and other system. All the OTs are fitted with centralized anesthesia gas delivery system and equipped with modern anesthesia machines. Department of Anesthesiology has motivated team of faculties and senior residents. Nurses in operation theatre are well trained to assist in major operations and in taking care of patients requiring intensive care. Department gives opportunity of teaching and learning opportunities as well as research in a medical institution. Medical undergraduates are exposed to all there technique during their clinical posting.

Diagnostic Services Clinical laboratory of the department is providing round the clock diagnostic services for the IPD and OPD patient care. To provide the effective patient care, the department has highly professional medical and skilled paramedical staffs. Also to maintain the turn around time, the department is equipped with state-of-the-artinstrumentation facility which includes, fully automated Biochemistry analyzers (Transasia EM 200, Transasia EM 375), one latest CLIA (Roche), ISE Electrolyte analyzers:Na, (Easylyte plus, Acculyte-I), BioRad D10, ELISA machine and RO system for laboratory grade water supply.

Department is committed in providing the environment and resources to support excellence in community orientation and in educating medical students to be community responsive primary care physicians who meet the health care needs of the society and the country, including rural and medically underserved populations. The Community Medicine has a common goal of improving health of the whole community and not just an individual. The department has full faculty strength as per MCI Guidelines and all the faculty members participate in various conferences and seminars organized at national or international level. In teaching & training, the approach is multi-disciplinary which includes Epidemiology, Basic Clinical sciences, Healthcare Delivery System, Health Management, Nutrition, Social Sciences and Biostatistics. With these core disciplines, the mission of this department is to develop competencies of the UGs to be strong academically, to identify problems and suggest solutions for successful delivery of National Health Programmes, to conduct and promote evidence based research on priority health problems and to provide health care to the community. The department organises workshops and seminars as part of Continuing Medical Education for the doctors. The department has a Rural Health Training Centre (RHTC), and an Urban Health Training Centre. The RHTC provides medical care, ANC check up, Immunisation services and diagnostic facilities for pregnancy, diabetes ,malaria etc all days of the week. Besides this medical teams comprising of interns and Medical Officer with nurse and pharmacist organise five clinics a week in villages to provide curative, preventive and health awareness services. The department in association with the Primary Health Centres, Community Health Centres and the District Hospital imparts “hands on” training to the UGs and interns. The UHTC provides comprehensive services to the urban area all days of the week.

A. INTRODUCTION: 1. OBJECTIVES To provide Primary, Secondary and Referral services to the patients from Delhi and other parts of India. To spread awareness and knowledge about oral health related issues amongst the poorer sections of society. 2. MAJOR ACTIVITIES Department of Dentistry is located at the third floor of the OPD block and is the focal centre of many activities. Dental Department conducts activities which include Routine OPD on all the 6 days of the week, and runs 24 hrs Emergency services, Age determination for criminal cases associated with juvenile and adults, Medico-legal cases, and Indoor Wards managed by resident doctors around the clock. Dental department attends numerous cases referred from various departments, nearby hospitals and dispensaries to provide with generalized and specialized dental treatment procedures. It is also part of specialized samman clinics with an objective to provide specialized care to the elderly patients. 3. FACILITIES: Generalized and Specialized Dental procedures like fillings, root canal treatment, surgical extractions including dis-impaction surgeries, trauma care, periodontal surgeries, mucocele surgery, fracture tooth management, endoapical surgeries etc., round the clock emergency services, Age determination for criminal cases associated with juvenile, adults and medico-legal cases 4. HIGHLIGHTS: Treatment of Syndromic cases with oral manifestations, rehabilitation of vertical and horizontal fracture tooth with corono-radicular reinforcement, splinting of mobile teeth, apicoectomy with retrograde filling, root apical surgery, closure of oro-antralfisula, management of vertical bone defect by Guided Bone regeneration,correction of localized gingival recession cases by connective tissue graft surgery, periodontal surgeries, Diagnosis and treatment of oro-cutaneous fistula on face.

The Department of Dermatology, Venereology and Leprosy at North DMC Medical College and Hindu Rao Hospital provides comprehensive range of medical, surgical and hair treatments. We are committed to provide care and best possible treatment to the patients. Our department is well equipped with a carbon dioxide laser to treat various skin disorders. It is a painless procedure used for treating Keloids, acne scars, frecklesetc. Our Department is one of the privileged Departments associated with the National Leprosy Eradication Programme. We cater to various forms of leprosy and provide support and treatment. Our emphasis is on providing patients with a complete assessment of the condition, effective treatment, and guidance on post-treatment care, maintenance, and prevention. ENT

The department of ENT and head & Neck Surgery provides comprehensive care to patient with disease of the ear, nose, throat and head and neck, the anatomic limits being the dura above and the pleura below. The ENT department offers routine diagnostic services in allergy, tumor, audiology, vertigo and has facilities for evaluation and treatment of speech disorders The Department also performs ear surgeries for deafness, chronic ear discharge, surgery for cosmetic and functional problems of the nose, surgery for head and neck ailments, cancer and facial trauma. The department has facilities for endoscopy, functional endoscopic sinus surgery (FESS), laryngoscopy, esophagoscopy and bronchoscopy & microlaryngeal surgery. Diagnostic camps and school health surveys are conducted for ENT ailments in rural and urban school in greater Noida & around. The outpatient department is quite busy and caters to the needs of around 60-70 patient daily. There is a procedure room attached to the outpatient department which is equipped with one microscope which can be used for diagnostic and office procedure in Otology. Also available are rigid nasal endoscopes for diagnostic nasal endoscopies Diagnostic Service/Tests (a) Endoscopy: The endoscopy room is situated in the OPD area. This is done for patients with problems such as snoring, laryngeal problems causing hoarseness and some throat problems like cancer of the throat. Rigid nasal endoscopy is done for patients with nose, sinus and nasopharyngeal problems. The pictures can be seen on a monitor, as there is a tiny video camera on the end of the endoscope. (b) Pure tone audiometry Hearing test (c) Hearing Aid Trial Rehabilitation facilities available are (a) Hearing aid fitting (b) Speech therapy – treating problems with speech Surgical Procedures The department has one fully equipped operation theatre facilities for the ear with the help of operating microscope are available. Otologic procedure carried out vary from myringotomy and grommet insertion to Tympanoplasty & MRM. Nasal endoscopes are available in the operation theater to carry out sinus surgery. (functional endoscopic sinus surgery). We perform a wide variety of head and neck surgeries. These include parotid surgery, Thyroid, Lymphangioma etc. ACADEMICS The department is involved in teaching to undergraduate MBBS, students. The undergraduate training programme includes lecture, seminars and case presentations, demonstration, Group Discussion & CMES. Faculty members assess the presentation of undergraduate students. These records are maintained as a form of internal assessment. Undergraduates are guided by a faculty members are allowed to observe major & minor surgeries in operation theatre apart from attending OPD’s in routine

The department of forensic medicine and toxicology is situated in the Mortuary complex in the hospital. It is involved in the post-mortem examinations, subsequent opinion regarding cause of death, alleged weapons of offense, and examination of rape accused to determine the potency. The department conduct practical demonstration of Undergraduate (MBBS) students and interns. It conduct internal and university examinations of MBBS students. The interns are posted in different batches for seven days. The mortuary of the department has the storage capacity of 20 bodies. It has one autopsy room and having two dissection tables. About 150 post-mortems are conducted annually, and in about 50 cases, subsequent opinions regarding the cause of death and regarding weapon examinations are given. Annually about 50 cases are brought for exam of rape accuse for determining their potency. The department has one demonstration room, one museum, one laboratory for teaching UGA students. There are rooms for faculty members, resident doctors and staff members.

Raja Hindu Rao was a Maratha nobleman was the brother-in-law of Maharaja Daulat Rao Scindia of Gwalior and the brother of the female regent of the Indian princely state of Gwalior. Following the Revolt of 1857, he shifted to Delhi . He was on friendly terms with the British Resident. According to Emily Eden sister of the then Governor General of India, Lord Auckland. A Medical College has been started in July / August 2013 in Hindu Rao Hospital and has been named as North Delhi Municipal Corporation Medical College. 50 students have been admitted this year as 1st year MBBS candidates it has been affiliated to IP University. 07 DNB seats under medicine department allotted in Hindu Rao Hospital.

The Department of Gynecology& Obstetrics at Hindu Rao Hospital is a tertiary care unit for treating conditions like Menstrual Disorders, Ovarian Cysts, Uterine Fibroids, Infertility, Endometriosis, Urinary Incontinence and Genital Tract Infections. It is well-known for its intensive care services during maternity period and birthing. Departmentof Microbiology at North DMC Medical College and Hindu Rao Hospitalendeavours to provide up-to-date and holistic theoretical and practical training for MBBS,BSc MLTand nursing students, to carry out front line research in all disciplines of Microbiology, to provide committed diagnostic care to patients and to train the students, academicians and teachers in the discipline. Department of Microbiology is a multidisciplinary unit consisting of Bacteriology, Anaerobic bacteriology, Virology, Mycology, Immunology, Parasitology, HIV laboratory (ICTC), Mycobacteriology,BSL 3 molecular diagnostic laboratory and Hospital Infection Control laboratory.The Microbiology laboratory tested over 21 thousand specimens during year 2022-23. We are participating in External Quality Assurance Scheme (EQAS) for providing quality laboratory testing services in the hospital. We are testing samples under National programs including National Tuberculosis elimination program, National AIDS control program, National vector borne disease control program etc.Department is also actively participating in hospital infection control activities. Conducting surveillance of HAI, outbreak investigation, antimicrobial stewardship, trainings related to infection control, standard precautions etc.

The Department of Ophthalmology at North DMC medical college, has adequate member of well qualified &experienced staff. The Departmentis taking care of all common ocular diseases, both extraocular and intraocular. Usual surgeries performed include IOL implantation for cataract using SICS & Phacoemulsification technique, glaucoma surgery, surgery for Lid and Lacrimal sac diseases, Pterygium excisionand Squint Surgery. The Department of Orthopaedics is known for imparting quality education to MBBS students, treat the patients with the use of world-class equipment and provide state of the art medical care services. It provides treatment for most ongoing specialty conditions like fracture treatment, joint replacement, spinal fracture and pediatric orthopedics. Besides providing specialty medical services, the department holds expertise in treating trauma services and has a 24-hour trauma center. The faculty is well-trained and equipped to deal with even the rarest of orthopedic cases. From a simple foot condition to the most complex spinal injury, the department has all the required instruments for treatment. At the Orthopaedics department, both indoor and outdoor medical services are available with 50 fully-equipped beds. Particularly for joint replacement and treatment of spinal diseases, the specialized clinic is run on a regular basis. The department has been an avid contributor to the National Tuberculosis Program for assisting in the treatment of spinal /osteoarticular Tuberculosis with special emphasis on bone repair and regeneration.

The Department of Pathology at NDMC Medical College, New Delhi, founded in 2013, has been a pioneer in the field of pathology since its inception. The Department is a leading innovator in research, service, and MBBS teaching. The department offers state of the art histopathology ,cytopathology, hematology, blood banking, patient care and services incorporating advanced diagnostic methods that include immunohistochemistry and immunofluorescence. The department is headed by Dr(Prof) Vinod Kumar Arora and has well-qualified and distinguished faculties.

The Department's objective is to elevate the medical school's reputation through the integration of high-quality teaching and research. The Department is well-equipped with a skill lab, computer assisted lab, demonstration rooms, departmental libraryand an Adverse Drug Reaction monitoring centre.Its faculty has contributed to peer-reviewed indexed journals, presenting their work at various international and national conferences and is equally focussed on quality teaching and learning activities in the medical school. With an ample number of academic staff, the faculty includes individuals with prior experience at esteemed institutions such as MAMC and UCMS, Delhi. For undergraduate MBBS students, the Department of Pharmacology employs innovative Problem-Based Learning methodologies based on Evidence-Based Education. Future plans involve offering MD in Pharmacology. UNDERGRADUATE TEACHING Pharmacology serves as a dynamic interface among pre-clinical, para-clinical, and clinical medical disciplines, playing a crucial role in a successful medical career. Recent enhancements by the NMC in undergraduate teaching have been incorporated into our pharmacology curriculum. Clinical Pharmacology topics have been introduced through lectures, group discussions, tutorials, student seminars, and integrated with other disciplines keeping in mind the alignment and integration in the various topics. Emphasis is placed on self-directed learning andsmall group discussions covering rational prescribing, prescription-writing skills, therapeutic problem-solving, prescription audit, drug interaction exercises, and adverse drug reaction monitoring. We have aligned andevolved our teaching learning practices with the NMC’c new curriculum, through computer-simulated exercises conducted in our computer assisted learning lab that have replaced animal experimentation. Our Adverse drug monitoring centre is working in collaboration with the IPC Ghaziabad to report adverse drug reactions on a day to day basis.

The department of physiology established in 2013 as one of the preclinical departments has made enormous progress in teaching & research with dedicated and experienced faculty from premier & prestigious institutes of country. The department is presently employed in teaching of MBBS,BScMLT undergraduate courses focussing on competency based medical curriculum besides active research.

The Department of Psychiatry, North DMC Medical College and Hindu rao Hospital University, is one of the most robust psychiatric units in Delhi NCR. The department, since inception, takes pride in its excellent faculty profile,research activities, (information Education and communication (IEC) activities and patient care. The department is actively involved in imparting theoretical as well as clinical knowledge to both undergraduate Students. The department runs a General Psychiatry OPD 6 days a week and Special Clinics on designated days. In OPD building 2nd floorIt , along with consultation liaison with other departments. Department also does stress management works for medical students, school students, hospital personal.


Pulmonary Medicine

"The department of Pulmonary Medicine has been operational from 2013. We are running OPD on a daily basis including speciality clinics viz., Asthma Clinic, MDR Clinic, COPD clinic and Post Corona Clinic. Our department is rendering services to the whole of Hindu Rao Hospital, including ICU referrals, Nursing Home patients and all difficult Chest cases. We are performing Pleural Aspirations, ICD insertions and Bronchoscopies and managing Ventilators in the ICU's. The Chest OPD attendance is about 80 to 100 patients per day. We are highly active in the UG teaching, theory classes, clinical postings and bed-side discussions. Intra-departmental CME's are conducted every month. We intend to expand our services and include EBUS, Electro-cautery, Cryo-biopsies, Stentings, Medical Thoracoscopy, etc in the near future.


Radiology

Radiology

The department of Radiology has state -of -the- art imaging modalities. It provides imaging facilities to 300 to 400 OPD/IPD patients per day and around 100 to 150 patients referred to emergency radiology setup . In addition to x-rays, special investigation like Barium studies, IVP, MCU, Loopogram, HSG facilities are also being carried out for patients being refereed from various other departments. Around 100 to 150 ultrasounds are being carried out per day including Color Doppler studies. Ultrasound guided tru-cut biopsy, FNAC and drainage of various body collections like Pleural Effusion / Liver Abscess are also being done. Breast imaging studies like Mammography and US breast are also being carried out in the department. The department has 02 DR , 02 CR , 02 Portable Radiography and 02 Ultrasound & Color Doppler Systems.


Surgery

Surgery

Department of surgery comprises 3 units, each headed by eminent professors of surgery. The teaching of the subjects comprises theory lectures (audiovisual aided), bed-side clinics, demonstration of X-rays, CT, MRI, Pathology specimen followed by discussion in tutorials. The theory lectures are delivered in fully equipped lecture theatre aided by state of art audiovisual equipments. The bed side teaching is conducted in clinical side room attached to the respective wards. This comprises of history taking, clinical evaluations, and investigations, followed by discussions in patients suffering from surgical disorders. Bed side clinical demonstration of patient to undergraduate students Regular seminars are conducted to cite the interesting cases followed by question answer sessions. Our operation theatres are equipped with close circuit TVs for live demonstration of ongoing surgeries in the OTs. It is also well equipped with audio devises, enabling students to clear their concepts by the operating surgeons. The students are also exposed to minor surgical procedures in minor OT Demonstration of foreign body removal in minor OT Students are also posted in small batches in OPD for clinical exposure of patients care. Emergency management of patient is taught to the students in their casualty postings.
